A doubt in Geetha 9(23) and 9(25) Please clear, When HE is alone how other devathas exists?

Dear Gopinathanji,
Devatha is someone or some thing that gives happiness. God or Higher Consciousness gives supreme joy.
People do not see Consciousness as ONE, so all these confusions arise.
From an outward perception of mind, there are many that gives limited happiness, but only the merging with the Lord gives eternal or infinite joy.
HariOm!
