Yes, Sita refers that
“this is not the first time in the history of a woman that a husband is forced to go to forest by many reason. In those cases, the husbands boldly took their wives to forest.
if so, why can’t you too? So allow me to follow you”.
So, here Sita never means she herself was allowed to follow to forest in past lives.
What she means there were similar cases; why can’t you (Rama) also follow that?
Sita sees Rama as the Self or the Doer within all forms.
