I accept that Bhagavth Geetha is a spiritual guide to all. But why it starts with a query by such a person as Dritarashtra?

Guidance is needed only when there is a confusion and question. Though it starts with Dhritharashtra’s question for Sanjayan’s narration, it is in fact the guidance given to Arjuna (surrendered devotee) by Bhagavan when he was in a very confused state of mind. So it applies to any true devotee who wishes to uplift himself. Hari Om.
