It is said that animals doesn’t have thoughts. In swamiji’s prabhashanam, he said that sookshmashareeram or mind is a bundle of thoughts. Does that mean animals don’t have sookshmashareeram? Also what decides whether we become an animal or human in our rebirths?

I never told animals have thoughts; every living being including plants have the mind.
Now we should discover from where this mind comes, exists and disappears.
