This sloka means those who are not a cause of disturbance for anyone, who in turn remains undisturbed by pain or pleasure, such a devotee is very dear to me.
Devotion melts the heart and a pure devotee becomes gentle to everyone. However, others may try to hurt them. With devotion you are able to remain compassionate to even those that hurt you. A true devotee understands that pain are pleasure are passing phases of life like changing seasons. Their mind remain calm like a deep sea despite superficial turbulences. Fear and anxiety are the results of attachment. A devotee is free of attachment and surrenders to the will of God. Such a devotee is dear to Bhagavan. Hari Om.
