Let me correct your statement. All pictures of Devi are not in angry mode. Every Devatha is depicted in a certain bhava pertaining to a certain purpose. Vishnu, the eternal sustainer of the world needs to the smiling and tranquil, while Siva the form into which everything eventually merges and transforms is meditative, as he does not engage in the world. Devi depicts nature. When in the wild form, she is depicted as angry, in her tame form she is beautiful. All these images are just to help us relate to a certain attribute of the Supreme. Hari Om.
