suppose a person kill another one and go to jail by law.so the person who has been killed is got such death by his karma dosha and the person who killed also did such act by his karma dosha.my doubt is if a leaf cant move without the decision of god..is it the same god temptate us to do negative things .

God is not a mind from where you get good or bad instruction .Understand God is beyond mind.when you drop your thouhts and connct to the vastness of your inner consciousness there God appear.so we sholud not blame God for evils that comes from the mind.
