Ahimsa in the true sense is non violence in your thinking towards every one and every thing in creation.
It does not mean that you should protect pests and stray dogs that threat life of others. Same is the case with protecting a terrorist or innocent people who may be his targets.
In every moment of life you are forced to take priorities. Even in Ahimsa, you have to prioritize whom to protect and when to protect. I think it is clear for you now.
