For the second part:
Please understand that a mind takes rebirth through a body in the surroundings that suits it’s culture and accumulated Karma.
All those who have to share the same Karmaphala join together – in a family or place etc. according to the nature of Karma.
Realize that it is possible to go above the influenze of Stars through SADHANA.
