Thoughts happen when the mind wakes up. Thoughts are expressed through its identification of the body, intellect, intelligence or emotions. The thought “I” is inherent in you, just as a girl is potentially a mother. It expresses only at the right time in the setting of proper identification. That is facilitated by time and the happenings around us. Bhagavatham 3:26:70 says the same. Hari Om.
