The human mind, when it falls into utter selfishness, indeed destroys a harmonius culture which the society follows from time immemorial. Look at our own house when somebody gives more priority to own pleasure he or she destroys the harmony.
Then what to talk about society?
In the present scenario you can understand this Sloka like this.
“If leaders and ministers practise corruption what about other staff and finally selfless service will fall in to selfish corrupted bargain”.
