Dear Jaya,
Celebrating festivals during mourning is not appropriate as it will hurt the dear ones of the departed soul.
Sapthaham is not an ordinary celebration, but uniting every one into the devotion of the Lord and praising His glory.
It is highly recommended. Please read the story of Dundukari in Bhagavatham.
